I guess this is because up to a point of reputation you get reputation for edits. So adding this check should limit people from spam editing to simply to get the reputation. It should help make sure that edits are actually required.

There is nothing wrong with someone submitting a tag edit. I would suggest you approach the particular user in SE chat and ask them what their rationale is. IIRC you have the ability to reject the change on a question that you personally asked, so go ahead and reject if you feel it was an unnecessary addition.
I rolled back quite a few of these edits when I encountered them or if there were other useful changes, reverted the incorrect backtick usage.
