Mass Edit functionality

Should remove "Thanks" in the question or not?
In my opinion a sentence like "thank you" does not add anything to the question, as also introductions (like "I'm a newbie" additions) do not add valuable information.

I'd even consider these edits harmful. They are using quotes to highlight random paragraphs which are not remotely quotes.

I think it's the reviewer's responsibility to not let these kind of useless (although correct) minor changes be published and would also prevent necroposting.

The answer to your question cannot be yes or no. It depends on what the edit is made.
But for your specific case, personally, I would not approve such an edit. The edit should actually be a comment.
