No. You cannot trace upvote/downvotes since it happens anonymously. Even our moderators cannot see this information, I believe. The answer element in the dom has the class downvoted-answer. I don't know exactly what the downvote limit is in order to get this class, but you can try to check if it's -3, by upvoting it (to get it to -2), refresh the page to see if it's still greyed out then retract your upvote. If nothing changes when you refresh the page it means the limit is -2 or -1. ...

Is there anything which will prevent negative vote on possible answer? No. Every user has the right to up/down vote or ignore an answer. However, serial up/downvoting is reversed the next day.

I agree that they have to give explanation, But You cannot force anyone, if someone wants to downvote they can downvote. sometime even in a good post some people do downvote without explanation, so you cannot do for such things.
