The option exists.
It only shows up if there is an extended back and forth between two people in a comment thread - it isn't there all the time.

Weird italic "g" in Roboto font

Mozilla Browser (Meta) button issue on closed click popup
This issue has been fixed and will be corrected in the next production build. The issue arose from not declaring a [disabled] color within Magento's Meta theme. Sorry about that.
